Announcing WHC's new strategic plan!

The Workforce Housing Coalition of the Greater Seacoast is excited to announce the launch of our new strategic plan for 2026-2029.

Our previous strategic plan – adopted in 2021 – powered our organization through a period of tremendous growth both in internal capacity and across the pro-homes movement. Throughout the region, dialogues are shifting from “Is there a housing shortage?” to “What can be done?” 

As these conversations evolve, the WHC seeks to adapt to the needs of the region and the opportunities ahead. It was this realization that spurred the development of a new four-year strategic plan, in which we have updated our mission, pillars, geographic catchment, and organizational approach.

We are pleased to share this document with you—our stakeholders, members, allied housing professionals, and many others who engage with and propel our work.

Updated Mission Statement and Core Pillars

The Workforce Housing Coalition’s mission is to advance diverse housing options by engaging municipalities, elevating employer voices, and informing policy conversations so everyone who works on the Greater Seacoast can call it home. 

• Municipal Technical Assistance  

We serve as a trusted resource to municipalities, equipping municipal staff, elected officials, and civic leaders with practical solutions and on-site support to help meet their community’s housing needs.  

• Employer Voice and Business Engagement  

We work with employers, chambers of commerce, and other business partners to highlight how workforce housing supports the region’s economy, communities, and quality of life. 

• Education and Coalition Building 

 We help regional stakeholders better understand key housing issues, local challenges, and practical solutions.  

• Advocacy Support

We support state and local advocacy efforts by sharing timely information, elevating local perspectives, and informing policy conversations. 

These refreshed pillars reflect the broader shift from awareness to action. We strive to get the right people at the table to educate stakeholders on the issues and coalesce on best practices for solving the housing crisis. From employers and their staff to elected officials to everyday citizens, WHC is solidifying its role as a convener and practitioner of change.

Geographic Catchment Update

Through consideration of county borders and the areas served by our partner planning commissions, a new WHC catchment area emerged to include municipalities within Rockingham, Strafford, and York Counties.  

The most significant change to our catchment area is the official inclusion of 13 communities in Southern York County and the omission of 11 municipalities in Western Rockingham County and Southeastern Hillsborough County. A completed map of our updated catchment area can be found here. 

We are excited to continue our engagement in core Seacoast communities, introduce ourselves to new municipalities, and advance our efforts through regional collaboration.

Next Steps

As we work to operationalize this strategic plan, we remain committed to our signature programming and municipal assistance model.

In the coming months, WHC will host the 11th annual Greater Seacoast Housing Summit, coordinate programs like Seacoast Housing Conversations, and advise numerous municipalities as they navigate pro-homes policy change. At the same time, the four-year strategic plan provides organizational guidance for how to best meet the moment, the needs of the region, and the opportunities ahead.
